Also is Southern California, a startling discovery by the Drug Enforcement Administration. A quarter mile long tunnel between the Mexican border city of Tecate and the California town of Tierra Del Sol, about 7 miles east of San Diego. What makes this discovery even more alarming is the prospect that it could have been used to smuggle much more than drugs.

Federal officials said they believe the 1,200-foot long tunnel was dug by a major Mexican drug cartel to move billions of dollars worth of narcotics across the border over the last three or so years.

The Immigration and Naturalization Service are investigating whether the tunnel was used to smuggle people as well as drugs. That has become a major issue.
