The allegations are stunning, more than 70 Los Angeles police officers under investigation for framing criminal suspects, shooting innocent people, and conspiring in a series of cover-ups to hide their illegal acts.

The Los Angeles police have been under a specially close public scrutiny for the last 9 years ever since the Rodney King beating and the O.J.Simpson trial. So some say it's amazing this wave of misconduct occurred as the department was trying to reform.

Police receiving trophies from fellow officers for shooting people. The paper also reports Perez flunked a lie detector test, but says parts of his story are verified by other witnesses.

Some legal experts predict a financial crisis as the city tries to settle hundreds of millions of dollars in lawsuits. But it could take years to complete the investigation of police misconduct, and go through the growing number of lawsuits.
